It is so easy. Just start at blogspot.com and make your own blogspot just like your mom did. Then once you have it made click on Customize and go to the Settings tab. Under Settings go to the Permissions tab. Then under blog readers and click on the "Only Readers I Choose" button. It will then make it so you have to insert email address invitations that your mom approves and only those people can see your blog. Remember to save after you do it. Hope this helps.
